That's assuming the TV stations / networks broadcast their programs
in sync with NTP time, consistently with the official start times of
the programs as shown in program guides. In reality, there's some
variance; local stations can be somewhat sloppy in their timing,
while national networks sometimes play intentional games with making
their shows start/end a minute or so early/late to screw up people
who channel-surf between their programs and competing networks; also,
if there's a sports event earlier in the network's schedule all bets
are off as to what time any show might air or whether it will be
shown in its entirety.
