A focus on such trivial bureaucratic issues is usually a good sign
that a proposal is headed down the tubes. One hopes that this holds
true in this case. Perhaps the issue can be reborn as it should have
been from the beginning: an open discussion among all parties
interested in the full scope of how to improve the delivery of time
signals of all types for all purposes. Address these issues first
and the question of what particular time scale should form the
foundation of civil time should become clear to all.
