GPS did choose TAI.
For all practical purposes GPS = TAI - 19 s.
For precise purposes it is important to recognize that GPS time varies
from this -- recently by only plus or minus about 50 ns, but
historically by more than that.

This error alone taints all of the rest of the arguments in this note.
