28-29 May 2003

Istituto Elettrtecnico Nazionale (IEN)

Torino (Italy)

Contributed Papers

to the Colloquium on the UTC Time Scale

Dear Colleague,

This letter confirms your interest in attending the ITU-R Special Rapporteur
Group (SRG) Colloquium on the UTC Time Scale. The format of the Colloquium
will allow for some of those attending the Colloquium to present Contributed
Papers. The SRG is very interested in hearing the range of perspectives on
the potential consequences of modifying the guidelines for the production of
transmitted UTC. If you are interested in making a contribution, please
send a one-page précis to Dr. William Klepczynski at
<mailto:wklepczy_at_comcast.net> wklepczy_at_comcast.net outlining the comments
you wish to present to the SRG. Please confine your comments to describing
any projected affects and impact that changes in the current system of
implementing transmitted UTC would have on your operations.

I have attached a draft of the Colloquium agenda to give you an idea of the
range and context of topics to be considered. Once more, thanks for your
interest in this matter and willingness to participate as an attendee to the
Colloquium. Your interest and possible contribution could have a
significant impact on future efforts in the field of International
Timekeeping. Any major change to the UTC timescale as defined in the
current ITU-R recommendations has a potentially significant impact on
synchronization of communications networks, navigation systems and time
distribution performance. The SRG, working under the auspices of ITU-R
Working Party 7A, will forward the results of this Colloquium and any
possible new recommendations to the ITU-R for consideration.

Best collegial regards,

Ron Beard

Chairperson, SRG7A
