On page 671 of the June 12 issue of Nature there is a newsbit covering
the leap seconds issue. There are quotes from me, Pat Wallace, William
Klepczynski, and Ron Beard. Indications are that the recent colloquium
in Torino did not permit formulation of a complete plan for presentation
at the ITU's WRC which is happening now in Geneva

but that the working group may have a plan for the 2006 meeting.
In summary, Beard predicts that the ITU activity could take years.
