At the whim of the commander in chief, GPS can turn on Selective
Availability and screw the entire world of navigational and
timekeeping users.
Galileo will derive revenue from subscribers who are paying to
obtain a guaranteed level of accuracy and reliability.
Of course no agreement can stop some entity from flying a jamming
rig for both systems over particular theatres of interest.
