As a result of issues raised by ITU-R sector members and the Bureau
International des Poids et Mesures, a new Question, ITU-R 236/7 (2000) "The
Future of the UTC Timescale", has been released and the subject of a Special
Rapporteur Group (SRG) investigating the issues and possible solutions. The
Question considers the future definition and use of Coordinated Universal
Time (UTC) in ITU-R Recommendations. Major changes to the definition of the
UTC timescale could have potentially significant impact on precise time
distribution and network synchronization. Accordingly, ITU-R Study Group 7
Working Party 7A established an SRG to specifically address the leap second
and related issues.

The SRG has held coordination and technical exchange meetings to generate,
analyze and discuss approaches and alternatives to the currently defined
leap second adjustment to UTC, and the implications for radiocommunication
systems. These activities have resulted in a consensual opinion within the
SRG. Given the significance of the definition and use of timescales, the
SRG wishes to hold an open Colloquium to discuss and present possible
changes in UTC. This Colloquium is anticipated to be the final opportunity
for gathering information toward drafting a recommendation to the ITU-R.
