The ITU's "Special Rapporteur Group", to study the possible redefinition of
UTC, recently met in Geneva, and their meeting summary is attached.

I have also learned that an article on the some aspects of this subject is
being prepared for an IEEE journal, but it will doubtless take many months
before the article is submitted, the referees have cleared it, and it can be
distributed.
