Who will be voting?

The final comment in the URSI Commission J Working Group report reads

5) My final comment is not to worry about any "surprise" decisions -
before/if the international bodies all decide to do this, it will be fully
debated and publicized. My role, here, is simply to gather information.

Could somebody describe exactly which international bodies would be
involved? For example, would this include the International Astronomical
Union? What would be the decision process?
